downloads: Windows 32-bit PHP showing outdated info

The entry shows 8.6.0 and tool, with the link pointing to:
https://downloads.php.net/~windows/php-sdk/deps/vs16/x86/?C=M;O=A
There the latest available binary is 8.18.0, which includes both
tool and library.

Maybe update the entry to reflect the new version and replace
tool with tool + devel?

I ran the update check manually, and it finds the new version just fine, yet the logs show the check returning error 22 (HTTP page not retrieved). I don't know why this might be. I've manually updated the versions and will check the logs after the next run to see if it's the same.

The scripts still aren't picking up the latest version and I have no idea why. @bagder is there anything showing up in the logs for the php.net entries?
