Rework of ``OpenAiQuestionExtractionService`` and ``OpenAiQuestionAnsweringService``

OpenAiQuestionExtractionService and OpenAiQuestionAnsweringService should made wrapper for an existing ChatService (possibly from their AiEndpoint).

Possibly they could be transformed in tools.
