If the reaction wheels have become saturated, send a boolean flag saying so.

For the magnetorquer system, does there need to be a total max amperage?

Also for the magnetorquer, the saturation is based on the first magnetorquer in the list, but if each magnetorquer has a different maximum, then this is bad.
