Description
This PR standardizes C++ formatting for the native client and examples: it adds a root .clang-format, wires Spotless Maven (clang-format 17.0.6, style=file) to src/**/*.h|hpp|c|cc|cpp under iotdb-client/client-cpp and example/client-cpp-example, bumps spotless-maven-plugin to a version that supports this, updates CI to install a fixed clang-format and run Spotless checks, and documents local spotless:check / spotless:apply commands (including PowerShell -pl quoting). No functional C++ API or runtime behavior changes.
