The Billing Model section on the rate-limits page referenced a configurable auto-recharge 'threshold' that was removed during the billing migration. Updated to state that auto-recharge triggers when balance reaches zero, consistent with the billing page. Co-Authored-By: micahstairs <micah@sideguide.dev>

Summary
The Billing Model section on the rate-limits page referenced a configurable auto-recharge "threshold" that was removed during the billing migration to Autumn. This caused customer confusion (users looked for a threshold setting that no longer exists). Updated the language to state that auto-recharge triggers when balance reaches zero, consistent with the billing page.
