What kind of change does this PR introduce?

DGS import of ElmCoup elements with both ends in the DC network. Possible resistance is read from a related DcSwitch.

Does this PR introduce a breaking change or deprecate an API?

Other information:

• Import of ElmCoup in the AC network seems untested!
• waiting for Add resistance to dc switch #3863 to be merged before the PR can be completed. This will require rebasing and changing the version number of xiidm test files.
